What the Pentagon should do next

We’ve said what’s wrong. Now let’s do the part that actually matters: a path forward that meets the Pentagon’s goals without quietly exposing the country to avoidable, compounding failure.

The Pentagon’s new Artificial Intelligence Strategy for the Department of War makes its priority unmistakable: “speed wins,” and they say they must accept the risk of “imperfect alignment” (PDF).

Fine. Let’s accept urgency.

But if you’re going to move fast in a domain where mistakes become bodies, then you don’t “remove blockers.”

You build a spine.

Speed with a spine

The mistake everyone makes is thinking the model is the thing.

It isn’t.

The thing is the governed wrapper around the model — the part that controls access, limits actions, logs behavior, and can slam the brakes when the world gets sharp.

So the solution looks like this:

  • one hardened AI Gateway (a single choke point)
  • a model bus (many models plug in)
  • capability-gated tools (no raw permissions)
  • receipts by default (tamper-evident logs)
  • continuous evaluation (red-team + regression tests)
  • canary + rollback (fast deploy, faster revert)

None of this is speculative. This is existing technology assembled with discipline.

1) Put “GenAI for everyone” behind one gate

Yes, you can put powerful assistants in the hands of millions of personnel. But every prompt, retrieval, and tool call must pass through a single governance gate.

That’s how you scale safely: the rules are centralized and repeatable, not reinvented by each contractor, each command, each program office.

The assistant becomes the front door. The gate becomes the building.

2) Policy that can say “no” faster than any human chain of command

Every request is scored and gated by policy:

  • who is asking (role, clearance, mission)
  • what data class is involved (unclass/CUI/secret/TS)
  • what risk class this is (drafting vs operational)
  • what action is being attempted (read vs write vs irreversible)

The assistant doesn’t “try to be responsible.” The system enforces responsibility.

Policy engines like Open Policy Agent already exist for this purpose (OPA).

3) Capability tokens: assistants never get raw permissions

No assistant should ever have blanket access to systems.

Instead, issue short-lived, single-purpose capability tokens:

  • “read these 20 documents”
  • “summarize these reports”
  • “draft this memo”
  • “compare COA A vs COA B using these sources”

No token = no action. Tokens expire. Tokens are scoped. Tokens are logged.

This is normal modern security engineering — just applied ruthlessly.

4) Receipts: every meaningful action leaves a trace

Every interaction produces a receipt:

  • who asked
  • what sources were used
  • what model/version answered
  • what tools were called
  • what policy gates fired
  • what uncertainty markers were present

Not for explainability theatre. For forensics. For accountability. For rollback. For “show me what happened.”

If you want “speed,” you need the ability to diagnose failure at speed too.

5) Continuous evaluation: 30-day model parity without roulette

The Pentagon wants frontier models fast. But “new model in 30 days” is only survivable if you build an evaluation harness that runs constantly:

  • jailbreak resistance
  • data exfiltration tests
  • prompt injection tests
  • calibration (does it know when it doesn’t know?)
  • adversarial deception tests (conflicting inputs, manipulated reports)
  • regression tests against yesterday’s failures

Models that pass get promoted. Models that fail are blocked automatically.

That posture aligns with NIST’s insistence on lifecycle risk management to keep AI “safe, secure and resilient” (NIST AI RMF 1.0) and its extension for generative systems (NIST GenAI Profile).

6) Canary + rollback must be mandatory

Fast deploy without fast rollback is not speed. It’s gambling.

Every model update should go:

  • small, low-risk pilot
  • measured rollout
  • wider adoption
  • with a one-click revert path

In war, “stop the line” authority is not bureaucracy. It is survival.

Cross-domain data without cross-domain catastrophe

The strategy memo pushes “unlocking” data and cross-domain access (PDF).

“Unlock” must not mean “spray everywhere.”

The safe pattern is:

  • data stays in its security domain
  • retrieval happens inside domain-resident services
  • the gateway mediates access
  • outputs carry provenance and labels
  • the system refuses to operationalize outputs without sources

Federated search exists. Domain guards exist. Compartmentation exists. The missing piece is will.

The irreversible line: do not automate the point of no return

Assistants can help humans think.

They must not trigger irreversible actions.

So you draw a hard boundary:

  • assistants can summarize, compare, surface inconsistencies, propose questions
  • high-risk recommendations require corroboration thresholds
  • irreversible actions require explicit human sign-off, logged

That’s how you get tempo without building an escalation machine that outruns judgment.

Procurement that avoids vendor capture

If you build the Gateway + Model Bus, you stop buying “an AI” like it’s a personality.

You buy:

  • interfaces
  • conformance
  • evaluation results
  • security posture
  • and the ability to swap vendors without rebuilding the world

For supply-chain integrity patterns already used in the open ecosystem—artifact signing and provenance—tools like Sigstore exist (Sigstore).

A rollout plan that matches the urgency

First 30 days: spine-first

  • stand up Gateway MVP in one environment
  • deploy one assistant: policy-gated, receipts-on
  • integrate two models (frontier + fallback)
  • start with two low-risk use cases: drafting + source-grounded summarization
  • stand up the evaluation harness baseline

Days 30–90: scale without losing control

  • add capability-token adapters for 3–5 systems
  • implement canary + rollback discipline
  • expand to more roles and domains
  • train users on what is allowed and what isn’t

3–12 months: serious integration

  • expand into higher-risk workflows with explicit authority rules
  • mature eval harness using real incident history
  • publish internal safety dashboards commanders can’t ignore
  • institutionalize “stop the line” authority

The point

The Pentagon’s goal isn’t crazy: integrate AI fast, at scale, across domains.

What’s crazy is trying to do it by removing the friction that prevents disaster.

So here’s the path forward:

Don’t worship speed.

Instrument speed.

Govern it.

Log it.

Rollback it.

And force the machine to stay inside a human-defined envelope.

That’s how you get “AI first” without becoming “exposure first.”
